Planning Commission meeting (January 28, 2009)

Meeting called to order at 7:30 PM with the Pledge of Allegiance to Flag.

Reorganization of the Newton Township Planning Commission

Stemphoski motioned Scott Haan as chairman, Al Parsells as vice chairman and Miller as secretary, 2nd by Raino. Motion voted, all in favor.

Haan established the Planning Commission Meetings in the year 2009 be held on the last Wednesday of each month, except November’s meeting will be held on November 18, 2009 and no meeting in December, with a work session at 7:00PM and the regular meeting at 7:30PM. Motion made by Raino and 2nd by Sartori, all in favor.

Lilik motioned to adjourn the reorganization meeting to the general meeting, 2nd by Raino. Motion voted, all in favor.

Minutes
Stemphoski motioned to accept the minutes of the November 19, 2008 Meeting, 2nd by Parsells. Motion voted, all in favor.

New Business

  • Keisling Major Subdivision - Mr. Mendola and Mr. Snyder, son-in-law to Mrs. Ralph Keisling, came before the Commission with a major subdivision. The original subdivision was done in 2003 and now they are breaking off a piece for the daughter and son-in-law to build a home. Os Patton got two perc sites on both pieces. A driveway permit is needed from the Township. Adjacent property owner needs to be listed on the plans. A copy of the original wetland delineation needs to be sent to the Township. Haan pointed out the notes that need to be on the plans are located on page 41 of the land development ordinance book. Also an easement description for the road needs to be on the plans. After some discussion, an additional perc site needs to be on the new lot.
  • John Roy Thompson Minor Subdivision - Mr. DeAngelo and Mr. Thompson were present to discuss the two-lot subdivision on Newton Ransom Blvd. with a lot-line adjustment. Additional information is needed from Os Patton for the sewage modules. Motion by Lilik to accept the plans, 2nd by Raino. Motion voted, all in favor.
  • Eckel Minor Subdivision - John Seamans was present to discuss the plans. The property is located on Orchard Drive once belonging to Clarice Ayers. There is 46 plus acres and four lots being subdivided with lot #4 going to the church. DEP modules are not ready yet until DEP makes a site visit. Driveway permits are required. Motion by Lilik to accept the plans, 2nd by Sartori. Motion voted, all in favor.
  • Kelly Major Subdivision - : Joe Kelly was present to discuss a potential major subdivision on Upper Maple Drive with twenty-three acres being divided into nine lots. There is a 50 foot access into three of the lots. Each lot is approx. 2 plus acres and there are alternate sites for percs. Property owners across the street need to be listed and each lot needs a 120” road frontage.
  • Perc site ordinance review - After much discussion, the Commission made the following recommendations. Motion by Parsells to recommend the Board of Supervisors adopts Ordinance 2009-2, 2nd by Stemphoski. Motion voted, all in favor. Parsells recommends the Board considers the wording in Paragraph H for clarification in Ordinance 2009-1, 2nd by Stemphoski. Motion voted, all in favor
  • Cell Tower Ordinance - Motion by Parsells to recommend the Township use the original ordinance we already have and make necessary changes. Our ordinance is more comprehensive and we don’t like no height restrictions, 2nd by Raino. Motion voted, all in favor.
