Work Session w/ General Meeting Called to Order

7:30 PM with Pledge of Allegiance.

Approval of Minutes

Motion by Koldjeski to accept the minutes as prepared for the Special Meeting on accepting the road dedication for Cherry Ridge on January 11, 2006, the Work Session on February 8, 2006 and the General Meeting on February 13, 2006, 2nd by Martenson. Motion voted, all in favor.

Announcements

The SAPA meeting will be held at Abington Township at 7:00PM on March 28, 2006. The Zoning Hearing Board will conduct a hearing on the Ishler Variance request on Thursday, March 16, 2006 at 7:00PM.

New Business

  • Hilltop Quarry - Representatives from Hilltop Quarry discussed the COSTARS program with the Supervisors advising them the Township will not need to bid out their road material and can participate in the State contract, of which Hilltop holds, with the COSTARS program. Supervisors will act on this at a later time to review the material presented.
  • Recycling for PA - Representative Carol Flatness came before the Board to discuss putting a clothing donation box at the Recreation Center. The Center would receive $.05 per pound collected. Ms. Flatness left literature to be forwarded to the Rec Committee for review.
  • Andy Bettelli - Mr. Bettelli of 2174 Port Royal Road came before the Supervisors to get permission to have a mobile home on his property to live in while he renovates the house that is on the property. Haan explained that Mr. Bettelli would need to obtain permission every 180 days. Mr. Bettelli states that it will take approximately two years to finish the house. Haan also stated that Bettelli needed to obtain permits and inspections for the mobile home. The 180 day permit begins on March 9, 2006 and he will need to approach the Board by September 7, 2006 to extend said permit. Motion by Martenson to grant a temporary permit from March 9, 2006 until September 7, 2006 when Bettelli will need to review the permit before the September 7, 2006 deadline. The trailer is to be removed when the house is completed, 2nd by Koldjeski. Motion voted, all in favor.

Standing Committee Reports

  • POSTED – Planning Commission Minutes and Police Report
  • Road Master - Martenson reported that the DPW is working on roads and maintaining equipment.
  • Planning Commission - Haan reported that the surveyor for the State Subdivision on Forest Acres Drive was not present and the plans were not complete, therefore, the Commission did not accept the plans. Haan also requested that the Township look into getting a cell tower ordinance. Miller to contact PSATS for sample ordinances.
  • Solicitor - Sileo reported that there have been no developments in any ongoing litigation. The Stop sign ordinance for Cherry Ridge has been put together and a hearing will take place before the Work Session on April 5, 2006 at 7:00PM. A notice of condemnation will be sent with a short time period and if we do not receive a satisfactory response then the Township will need to do it. The other issue with the burning, a letter will be sent. Sileo will research whether we can get an administrative search warrant and what enforcement action can be taken.
  • SAPA - Jamison asked the Board to review the proposed by-laws for the joint zoning. Motion by Koldjeski to accept the by-laws, 2nd by Martenson. Motion voted, all in favor.
