Meeting call to order

7:30 P.M. -- after Ordinance 3-2006 hearing.

Approval of Minutes

Motion by Koldjeski to accept the minutes of the General Meeting on 11/13/06 as presented, 2nd by Martenson. Motion voted, all in favor.

Motion by Koldjeski to accepted the minutes of the Work Session on 12/6/06 as presented, 2nd by Martenson. Motion voted, all in favor, Pardue abstained.

Correspondence is available with the Secretary’s office during regular business hours for review.

New Business

  • County Commissioners - County Commissioners Munchak and Cordaro addressed the Township concerning the recent flooding situation. The bridge on Bridge Lane is scheduled to be worked on beginning the middle of next week. Technical assistance and advice is available through the Commissioner’s office regarding the flooding.
  • Newton View Development - Attorney Greg Pascale and Frank Colombo approached the Township regarding the subdivision. A stop work order was issued to Mr. Colombo. Pascale stated that Mr. Colombo should be allowed to sell the lots as this is an approved subdivision. Attorney Ernie Preate and the board stated that he can sell the lots but that no building permits would be issued for these lots since the next house to go up would put a fourth house on a private road and that is not allowed under the current ordinances of the Township. Mr. Colombo has been told that a bond would need to be in place regarding the road being brought up to spec for the dedication of the road to the Township.
  • SAPA By-laws - Pardue signed the master copy of the SAPA by-laws that was originally voted and signed months ago.
  • South Abington Police Contract: A copy of the contract was e-mailed to the Township today for the Board to sign, however, there were some changes made to the contract. Sileo will discuss with the solicitor of South Abington before signing.
  • 2007 Budget - The Township’s budget for 2007 was presented for approval tonight after being duly advertised for at least twenty days for review. There are no tax increases in this year’s budget. Motion by Koldjeski to adopt the 2007 budget as prepared, 2nd by Martenson. Motion voted, all in favor.

Standing Committee Reports

POSTED - Planning Commission Minutes and Police Report.

Road Master

Martenson reported that the road crew has been taking care of storm damage as well as cold patching. The major areas affected by the storm were taken care of by a private contractor with our road department assisting.

Wage Tax Collector

Bonnie Sherman stated that Abington Heights School District will no longer be collecting the wage tax for Newton Township. South Abington Township will be the collector for Newton and all municipalities.

Planning Commission

Haan reported that Richard Keller submitted a subdivision. The skatepark is still waiting for their plans to be reviewed by Ned Slocum. Sal Pileggi and Carl Caswell asked for the Planning Commission to be involved in the repairs on Valley View Drive.

Recreation Center

Sandy LaCoe reported that the annual fund drive is ahead from last year raising $6,025. She also reminded us that the parking lot needs to be plowed early on Sunday mornings due to church services starting at 9am. LaCoe also asked Sileo if he has reviewed the minimum wage issue. Sileo stated he will work on it and let them know soon. Soccer field has had work done to it with assistance from the Country Club of Scranton.

Solicitor Report

Sileo reported that in the Miller case the judge ruled to deny motion for reconsideration. It is unknown if an appeal has been filed. There is no decision in the Waltz appeal. In regards to if Paolucci was served with the papers filed is unknown at this time. Hidden Valley has not sent anything since they were at the work session last week. Sileo suggested the Supervisors contact them and let them know that if things do not progress the papers will be filed with the Court. Coyer has sent communication to Kochmer. A complaint was received by Coyer in regards to problems on Beaver Pond Road in front of Thompson’s during the flash flood on 11/16/06. Martenson stated he was there during and after the storm and everything held up well. There was no debris except in the creek bed.

Motion by Martenson to pay the bills presented, 2nd by Koldjeski. Motion voted, all in favor.

Being no further public input and discussion, Martenson motioned to adjourn the meeting to an executive session, 2nd by Koldjeski. Motion voted, all in favor.
